Reservoirs reduce people’s dependence on the natural availability of water in rivers and streams. In recent years, it has become a common perception that reservoirs must serve for the protection of both human beings and the environment during the lifetime of this generation as well as of future generations. How do we construct and manage reservoirs to meet these requirements? This is the crucial question of sustainable reservoir development and management. The IAHS International Commission on Water Resources Systems (ICWRS) set up an international project team to review the problem, both scientifically and practically, and to provide guidelines for the sustainable development and management of reservoirs. This report represents several years of work by the project team and it is hoped that it will serve to improve current practice and stimulate further research on sustainable reservoir development and management.
